Congressmen issue favorable opinion for the construction of the "Pacific Airport"

The Economy Committee approved the opinion for the legislative plenary to hear the Law for the Construction, Administration, Operation and Maintenance of the International Airport of the Pacific.

The Comisión Ejecutiva Portuaria Autónoma (CEPA) will be the entity in charge of managing this project. A technical team of the institution attended the work session of the commission to explain the execution of the project.

This airport will be built in the eastern part of the country, specifically in the department of La Unión, and is expected to generate employment and economic and tourism development in the area.

In its first year of operations it is estimated that 80 thousand passengers will be mobilized, with 1,700 possible aeronautical operations (air traffic); in its tenth year, one million passengers with 17,900 aeronautical operations; and in its 25th year, three million passengers (similar to the amount that moves in the Comalapa airport), with 44,400 aeronautical operations.

"The State must generate economic and tourism growth to generate growth in an accelerated manner. This is not an exclusive issue of CEPA, other agencies will be involved such as the Ministry of Tourism, PROESA and the Ministry of Commerce, to attract investors to develop tourism in the eastern zone", said the representative of CEPA, Carlos Salazar.

In 2019, CEPA was commissioned to conduct the feasibility study for the construction of the airport, with the support of Fondo Salvadoreño para Estudios de Preinversión (FOSEP) of the Ministry of Finance.

In 2020 CEPA contracted the international consortium PEYCO-ALBEN 4000, of Spanish and Colombian origin, who are currently developing the feasibility study.

This study involves five main products, including the presentation of the work plan for the development and execution of the feasibility study, development of the market study, airport infrastructure and legal aspects (including environmental and social impact and cadastral study), economic and financial study, and final report of the feasibility study.

The airport bidding process will not be carried out under the Ley de Adquisiciones y Contrataciones de la Administración Pública (LACAP), but rather the procurement processes will be governed by the guidelines of the Unidad Normativa de Adquisiciones y Contrataciones (UNAC) of the Ministry of Finance.

Likewise, purchases made under the project will be tax exempt, and for 25 years income tax, Value Added Tax (VAT) and municipal taxes will be exempted for the companies that participate and those that operate the project once it is ready.

These are part of the fiscal incentives sought to create an ideal climate for economic development around this project.

In addition, the Corte de Cuentas de la República (CCR) will exercise oversight through the execution of audits to generate transparency in the purchasing processes.

The airport will have 10,000 meters of runway and, in its first stage, six passenger boarding bridges will be built, making it an airport destination with the best international standards.
