CEPA President presented the first Public-Private Partnership project before the Public Works Commission

The president of the Comisión Ejecutiva Portuaria Autónoma Federico Anliker, presented the first Public Private Partnership project expected to be executed in the country to increase the capacity and operations of the cargo air terminal of the Aeropuerto Internacional de El Salvador “San Óscar Arnulfo Romero y Galdámez”.

The head of CEPA said that the project consists of two phases, the first consists of the financing, design, expansion, construction, equipment, improvement of maintenance and operation of the existing infrastructure, with an investment of US$13.3 million, over a 15-year execution period.

The goal for this first phase is to increase the number of metric tons moved at the airport from 16,000 to 52,000.

The second phase is the financing, design, design, construction, equipment, maintenance, and operation of a new cargo terminal, at an approximate cost of US$49 million, for a 20-year term.

This phase is expected to increase cargo throughput from 52,000 to 73,000 metric tons.

"The purpose is to create a true air logistics hub. We already have a cargo terminal, but we are not experts; we are not disassociating ourselves from the operation, we are supervisors and guarantors; if the company breaches any clause, the contract can be withdrawn. The legal framework must be respected so that these companies do not abuse, but rather make the operation more efficient", explained Federico Anliker, president of CEPA.

The investment to be made will be on behalf of the private entity; however, the infrastructure developed is and will remain the property of the State, even after the contract is terminated.

The draft legislative decree and the PPP contract have already been submitted to Ministerio de Obras Públicas (MOP) and the bill will be introduced to the Legislative Assembly in the next few days.
