The deputies of the Legislative Assembly approved, with 59 votes, that the Salvadoran government sign a loan with the Corporación Andina de Fomento (CAF) for US$75,000,000.00 to finance the "Program for environmental improvement, drinking water and sanitation in the upper basin of the Lempa River (Trifinio) and Puerto de La Libertad in El Salvador".

This program will carry out projects such as watershed forest restoration and improvements in wastewater treatment and the drinking water system to improve the quality and coverage of drinking water and sanitation services.

In addition, studies will be carried out for the restoration plan of degraded areas, the improvement of environmental education with the population, feasibility studies for the construction of wastewater treatment plants in the Lempa River basin (Trifinio), the design of a waste sludge treatment plant for the Torogoz drinking water treatment plant, and studies for the expansion and improvement of the drinking water system in the port of La Libertad.

The resources will also be used to improve water quality in the Lempa River basin.  The third component is related to access to potable water and sanitation in the port of La Libertad. The fourth component refers to issues of administration, evaluation and auditing of the programs.
