The benefit was to cancel the electricity bills that salvadorans could not pay in march, april and may, due to the mandatory quarantine. These three payments were diluted in two years without generating arrears, interest or other penalties.
In Legislative Decree No. 601, Estado de Emergencia Nacional de la Pandemia por COVID -19, the Legislative Assembly decreed the Ley Transitoria para diferir el Pago de Facturas de Servicios de Agua, Energía Eléctrica y Telecomunicaciones, in order to mitigate the economic impact that could be caused by the sanitary measures adopted.
The beneficiaries were natural or legal persons and municipalities that experienced a decrease in their income directly due to the partial or total closures decreed due to the pandemic. In the case of natural persons, the benefit was made available to those who had an electricity consumption of up to 200/Kwh per month.
The providers of these services were not to cut off the service for any reason, while the emergency lasted and the companies or institutions providing these services were to reestablish longer term conditions, or another payment modality that would benefit the customers.
