Housing seeks to legalize properties for families affected by PROCADES case

The Ministry of Housing held a meeting with the Attorney General of the Republic, Rodolfo Delgado, in which they discussed issues related to the Special Law for the legalization of properties awarded through the courts to the Fondo Nacional de Vivienda Popular (FONAVIPO).

The law establishes that these properties will be transferred in donation in favor of the families that acquired them and partially or totally cancelled their value.

There are 245 families that were affected by alleged cases of fraud, in the housing sector, by the Asociación Salvadoreña de Promoción Capacitación y Desarrollo (PROCADES).

Through a credit fund of the Fondo Nacional de Vivienda Popular (FONAVIPO), granted funds to provide loans to people to obtain a property.

The minister of Housing, Michelle Sol, informed that the 245 families that acquired credits for their lots in 12 municipalities of the country, in 1998, never received their property titles.

"Many land developers have played with the needs of the people and we have instructions from President Nayib Bukele to watch over the families and provide them with support", said minister Sol, during the meeting with the Attorney General of the Republic.

The main objective is that many lotificadores approach the Ministry of Housing and can regularize their projects and follow the process to provide the deeds to the affected families. "The only thing we are going to ask is that, if there are lots in high risk areas, to look for an area where the families are safe, that they are not at risk and are not in areas of ravines", said minister Sol and added that in the case of land developers who do not act according to the law, they will be reported to the Fiscalía General de la República (FGR).

In addition to this law, in June of this year, the deputies of the Legislative Assembly approved, with 81 votes, the Ley Especial Transitoria para la Regularización de las Lotificaciones y Parcelaciones de Uso Habitacional, which allows around 350 thousand families to legalize their properties acquired in lots or plots.
