Air transport services to be modernized with reforms to Ley de Aviación Civil

With the purpose of streamlining procedures related to authorizations, permits, licenses and aviation registration in the country, the deputies of the Defense Committee issued a favorable opinion to reform the Ley Orgánica de Aviación Civil, which consists of 72 articles.

In order to obtain input on the subject, the legislators received representatives of the Autoridad de Aviación Civil (AAC), the institution that governs civil aviation in the national territory.

According to the parliamentarians, this series of amendments would broaden the competences and attributions of the administrative authorities and their respective legal consequences, as a deterrent mechanism to commit infractions and modernize methods in the investigation of accidents or air crashes.

"What we seek with the reforms is to strengthen the institution of aviation and thus meet the three objectives that sustain the institution, which are to regulate, certify and monitor", said Francisco Francisco the executive director of the AAC, Homero Morales Herrera.

According to Morales, the airline industry has changed, so as an authority they must be capable enough to accompany this item, ensuring compliance with standards.

"In 2019, we had an audit and maintained category one civil aviation. It is important to keep this level to improve the quality of services provided to the population", said the guest. "El Salvador must have a Autoridad de Aviación Civil with an organic structure capable of demonstrating that it can meet its safety obligations", he said.

The official proposed integrating concepts to the regulations, articles for more expeditious certification processes, airfield and heliport operation permits, guaranteeing compliance with organic law standards and methods, among others.

Some of the main services provided by the institution represented by the AAC are the certification of airlines and aircraft and the certification of maintenance workshops.
