The updating of the regulation, which contains 72 articles, will help civil aviation meet high international standards and will strengthen competition so that salvadorans can access better air transportation services. With the modernization endorsed in the 103rd plenary session, the procedures related to authorizations, permits, licenses and aviation registration in the country will be streamlined.
The competencies and attributions of the administrative authorities and their respective legal consequences will also be broadened, as a deterrent mechanism to commit infractions and to modernize the methods used in the investigation of air accidents or disasters.
This reform will strengthen the Autoridad de Aviación Civil (AAC), which will allow it to comply with the three objectives of the institution: to regulate, certify and monitor this area in the national territory.
Among the services provided by the Autoridad de Aviación Civil are the certification of airlines and aircraft and the certification of maintenance workshops.
Officials explained that among the benefits of the reforms is the increase in rest time for crew, pilots and flight attendants, thus avoiding excessive fatigue and preventing accidents caused by fatigue.
In addition, in accordance with global regulations, the fine schedule is updated, which will allow the Autoridad de Aviación Civil to act more rigidly with the different airlines operating in the country. Also, the general processes to authorize heliports and to provide guarantees and authorizations for aerodromes have been streamlined.
